The process of political and economic integration in Europe is accompanied by an ongoing debate which policies should be conducted by national governments and which policies the EU Commission should answer for. According to the political claims settled on in the EC Treaty to harmonize the conditions of living and to reduce income disparities among regions, it is still open whether the process of European integration can achieve such goals. In this respect, the trade-off between harmonization of national policies and competition among national policies especially gains attention. Research results can easily be transferred to subjects concerning the efficiency of the provision of public goods by a central national government or by states.
