The quality of the benefits of the people insured by the statutory accident insurance is a matter of importance for the carriers, the trade associations. A central goal of the model project is to provide a structural overview of the external quality control pertaining to clinics of the in-patient rehabilitation of the trade associations (BGSW-clinics) as well as to establish a routine procedure for the evaluation of treatment processes and their results. In this way, an comprehensive concept of external quality control for the BGSW-clinics of the accident insurance is realised. The transfer of the action to other areas of the accident insurance (e.g. acute clinics or out-patient area) should be tested.



Since from 1998 to 2000 significant basics of the assignment have been worked out in several smaller projects, the current model project consists of two work areas with regard to their content: on the one hand an extensive investigation of the structure was carried out and evaluated in all BGSW-clinics. On the other a broadened peer-review procedure should be put to the test, which is adapted to the specific interests of the accident insurance and serves the evaluation of the quality of the process and results of the BGSW treatment in 20 clinics.



In the evaluation and optimisation of the quality of the process and results, an extended peer-review procedure on the basis of a uniform BGSW release report as well as further details from the transferring doctor should be included. The peer-review procedure stems from considerations of content on the one hand and was selected in order to support the harmonisation with the programmes of other rehabilitation carriers on the other.



With the extension of the procedure, the routine rehabilitation processes of the accident insurance can be used sensibly. In order to validate the description of the treatment result in the release report and to include one further source of information, the patient should be given a complete physical examination by the transferring doctor before entering the BGSW-clinic. The transferring doctor documents the medical findings and formulates treatment goals for the time period of the stay in the clinic. After ending of his/her stay in hospital, the patient is once again asked to consult the transferring doctor – in line with the protocol of the accident insurance. In this way, the peer receives – as basis for the quality screening - the release report with the plan of therapy, the initial findings of the transferring doctor as well as the evaluations of the transferring doctor after completion of the BGSW intervention. The described procedure is initially tested in 20 BGSW-clinics and examined with regard to aspects of methodology and practicability.
